Description of Repair unable to perform
Using Premium Tech Tool, Fleet level users cannot program iShift transmission controllers. Only dealership level Premium Tech Tool accounts can reprogram iShifts. This is per Volvo tech support phone line. The only way to get a dealer account is to have a Volvo dealership. A technician must be able to reprogram the iShift when replacing TCU with a service part or installing a used part. The vehicle is inoperable until the controller is programmed for the VIN.

In the programming tab of Premium Tech Tool, the transmission tab is grayed out and you cannot click on it. You can program Engines and other modules, but not the transmissions.

Spoke with Premium Tech Tool phone support and they confirmed Fleet accounts cannot reprogram Ishift transmission controllers.

The SIR client is correct that programming of the TCU for this transmission is a service made available to independent technicians under the HD MOU. While Volvo Truck has long been able to fulfill service information requests for engine emission systems as mandated by the EPA, enhancements to Volvo Truck’s website, https://volvotrucks.vg-emedia.com/, and changes to internal processes are yet to be completed for full compliance with the HD MOU dated 12 August, 2015. The TCU programming capability identified in this SIR is expected to be released before 31 December, 2016. Access to all services expected under the HD MOU may not be fully available until 1 January, 2018.Paul Soar - 12/09/2016

TCU programming is expected to become available with the 5/1/17 release of PTT version 2.5.70. Users will need to upgrade to the latest version to have the programming capability. There will be no additional cost for the upgrade for current subscribers, but there is a possibility of an increase when the subscription is renewed.Paul Soar - 04/21/2017
Volvo is still working to resolve the TCU programming availability. PTT version 2.5.70 was released. The new version only supports MY 2013 -2014. Volvo is working on a release for the older models, but it will be a staggered release until it is completed.Paul Soar - 06/07/2017

I finally have some good news for you on this issue… We have added support to program the TECU (MID130) on US2007 and US2010 emissions vehicles. This is now available in the TT 2.6.40 version released today
