Contacted witech premium support via their ask a question page. sent pictures and description of problem was referred to the user manual which states for trouble shooting the pass thru manufacturer is to be contacted. Ive found that over the years contacting nastf is the only way to get the problem resolved. Any help you can provide will be greatly appreciated.

I would like to note that after the reprogramming procedure failed the vehicle will no longer start causing my customer to be without a vehicle until the issue is resolved.
Most OEMs do not provide tech support to independents unless it is for their tools, which is why they are referring the client to their J2534 device manufacturer. Several NASTF SIRs last year noted programming failures on Chryslers/Dodges in the 2008 range but late last year an update by FCA to the flash application program appeared to correct those issues. Regarding this SIR, the OEM is not required to provide tech assistance for this issue and the SIR does not qualify as unavailable service information (the programming file), so it is closed as “invalid”.
