This is a question of information availability to a tool company and not a technician. There is no clear enforcement path through NASTF, nor the MOU or the Massachusetts statute. The NASTF Board agreed that NASTF’s response to a technician seeking a way to complete Mode 27 (security) testing will be that he is able to purchase from any OEM the same tools made available to franchised dealerships; whereas the response to a tool maker will be that they may or may not be able to secure a license from individual OEMs allowing their tools to have this capability. The game-changer is the 2018 (Mass. & MOU) requirement that requires OEMs to make this information available via a common port (OBD connector using J-2534 perhaps).
