I believe the problem stems from the flash files themselves any time you see an EFD file in the flash download there will probably be an issue

NASTF is working with Chrysler, several technicians and independent tool-makers to investigate the cause of failures related to Mopar reprogramming.

Chrysler reports that they are not aware of any issue with their J2534 Application in either Windows 7 or Windows XP Operating systems and with the Chrysler-recommended (validated) J2534 devices (Actia I+ME, BlueStreak J2534 device & Vehicle Box which are listed on TechAuthority-related documents-J2534 Guide). Further, Chrysler reports they are not aware of the issue reported by this client, "Unable to flash ALL Mopar ECUs." Chrysler notes that their testing of this issue applies only to emission-related reprogrammable modules. Non-emission related reprogrammable modules are currently not supported by J2534 but will be in the future.
