Tesla seems to be stonewalling behind "we have not determined hoe to safely do this" and refuses to provide the diagnostics software or anything else at thsi time

NASTF had asked Tesla in October to update us on launch of their technical service website. Tesla informed NASTF now that no update is yet available. Meanwhile, NASTF awaits official word from the EPA regarding deadlines for Tesla's regulatory requirements.

NASTF is still awaiting Tesla's introduction of a technical website for independents, which they say will (somehow) only be available to technicians in Massachusetts. Meanwhile, the Calif Air Resources Board and the EPA have clarified for NASTF that they have no requirements for Tesla electric vehicles regarding service information. Further, Tesla is not a party to the OEM-Aftermarket Memorandum of Understanding because they are not a member of either of the OEM trade associations that were party to that agreement.
