Description of Repair unable to perform
Fourth incident on a 04-05 Chrysler T&C. Have previously sent log file to Chrysler on first incident, with "No Problem Found" response. Can successfully program engine portion of NGC3 PCM, but programming fails immediately on transmission section, with message "Failed to send seed request".

No information on reason for failure. Chrysler unable to help.
Description of steps taken to obtain information (help/contact function on website, websites, etc.)
Have discovered that PCM can be successfully programmed if removed from vehicle and flashed on bench with direct connection and external power supply--exclusive of vehicle bus wiring.
Other Comments or Concerns
It appears that Chrysler has made some change to the resistance of the SCI-B TRANS RX circuitry...most probably in the value of line pull-up resistor, or possibly in other modules sharing this bus line.

OEM Response: First, I want to apologized for not getting back to you on your NASTF Information Request that you submitted on January 8, 2011 (attached). For some reason, it got lost in our system. NASTF brought it to our attention that we had an open request from you. One of our engineers reviewed your request and provided the following explanation. Please let me know if you have any other questions. Thanks. You were having issues flashing an NGC3 (SCI-B configuration). We looked through our release testing results and our validation supplier was able to flash the NGC3 (SCI-B configuration) using the Chrysler approved SAE J2534 reprogramming devices. In this particular case, you were able to reprogram the PCM on the bench. This may be indicative that the wiring in the vehicle was effecting the tools ability to communicate properly with the PCM. Unfortunately, there is never a 100% guarantee that any reprogramming attempt will work every time under every circumstance. This is true with J2534 and OEM reprogramming tools. Our general recommendation is to use one of the Chrysler approved J2534-1 devices as these are tested more thoroughly by our supplier.
