Description of Repair unable to perform
I specialize in Subaru repair and have been in automotive service for 32 years. My career is focused on diagnostics. I am most definately at a road block not being able to have the same access to reprograming Subaru ECM's as the dealer does. The aftermarket version of Reprograming files mentioned under "Special Tools" on the Subaru web site do not contain files needed to reflash anything prior to 2003. These same files are required to address certain Campaign Bullitins. Proper repairs can not be made to address emission related problems. I NEED ACCESS to the OEM SSMIII and software. Take note, Subaru is the only manufacturer to my knowledge that is "holding back".

Dear Mark Witters: This email responds your information request. As indicated under "Special Tools Information" of the Subaru Technical Information System, it states: 1A) Who can purchase the SSMIII Standalone Kit? Only an active Subaru Dealer or Employee of an active Subaru Dealer found on the active Dealer list supplied by Subaru of America, Inc. (SOA). Exceptions are internal use at SOA, or limited repair dealers, Hertz and Avis/Budget Car Rental Car Fleet Accounts. You must have an active dealer code. However, Subaru does offer a generic version of the SSMIII diagnostic tool and software, which is called HDS-(Hitachi Diagnostic System) for aftermarket application. It is the same robust tool as SSMIII except it is without the immobilizer function. (Subaru is currently developing a subscriber system for aftermarket access to immobilizer information.) The HDS tool and software kit is available through Blue Streak Electronics (BSE). To order the HDS kit, contact BSE at the website link or telephone number below. Subaru has made available all J2534 pass-thru reprogramming information in its offered reprogramming CD ROM (2003 and newer models) with quarterly software updates. Pre-2003 model reprogramming does not use J2534. Our next J2534 CD ROM software update, which is the same application for SSMIII and HDS-kit, is expected to be released to our dealers and the aftermarket in August 2007. The offered HDS tool and software kit also contains pre-J2534 Subaru reprogramming pak files for model years 1999-2002. (Subaru Dealers gained access to this information with the purchase of SSMIII). Subaru plans to update its service information website by adding a chart listing the pre-J2534 reprogramming pak files in the free space area under "Special Tool Information" shortly. We will also clarify for other interested service providers that purchase of our aftermarket HDS-kit provides all (pre-J2534 and J2534 pass-thru) reprogramming files.
